A man identified as Isaias Perez, is detained by members of the Popular Assembly of the Town of Oaxaca (APPO) and of the striking teachers union after he fired shots in the air while the striking teachers were holding a meeting at the Juarez park in the center of Oaxaca, Mexico on Monday July 31, 2006. Teachers in this southern state have been on strike for the last two months looking for a wage increase of about 20 percent and have supported protests aimed at ousting state governor Ulises Ruiz, who is accused of rigging the election to win office in 2004 and violently repressing dissent.(AP Photo/Pablo Spencer)

Growing political unrest and drug violence are making foreigners think twice about visiting Mexico, where the $11.8 billion tourism industry is the country's third-largest legal source of income, after oil and remittances from migrants in the United States.
