Dopo circa 30 giorni di occupazione dell’edificio in Via del Sole, il movimento della campagna Magnammece o’
Pesone, continua la lotta per il diritto all’abitare. Stavolta è accaduto a Capodimonte in Via Vecchia S.Rocco 68, un edificio precisamente “Palazzo De Luca” edificio oramai abbandonato dal comune di napoli da circa 10 anni e più. Studenti, precari e disoccupati, mercoledì 16 gennaio hanno finalmente reso di nuovo abitabile un edificio trascurato e sottratto a chi davvero ne ha un reale bisogno. La campagna magnammece o’ pesone (riprendiamoci il pigione) è perfettamente in linea con la lotta ai beni in dismissione da parte del comune di Napoli. “Abbiamo occupato l’ennesimo bene pubblico vuoto e abbandonato da decenni che può e deve dare risposte ai bisogni di questa città. Un palazzo storico su cui c’è stato ingente spreco di risorse senza condurre a niente.” Queste le dichiarazioni tratte dal comunicato Magnammece o’ Pesone e continua ” Il nostro progetto è socio-abitativo: da un lato trovare una risposta al diritto all’alloggio per alcune decine di studenti e precari che hanno partecipato all’occupazione, dall’altro recuperare e riutilizzare una serie di spazi a uso sociale per il quartiere. Per realizzare dal basso quello che finora non è stato fatto” Continuiamo ad essere solidali con chi in questo momento cerca di sopperire ad una crisi sempre più schiacciante, con chi risponde direttamente ai propri bisogni partendo dalle pratiche autorganizzandosi e lottando per riprenderci quel piccolo spiraglio di Felicità che ci stanno togliendo .

“Occupato palazzo De Luca chiuso da decenni – Scopo abitativo e sociale con un percorso di autorecupero dal basso e di progettazione partecipata”
Continua la Campagna precaria per il diritto all’abitare e agli spazi sociali. Dopo le azioni dei giorni scorsi che miravano a denunciare la svendita del patrimonio pubblico comunale e di importantissime strutture come l’Archivio storico di piazza Dante, oggi una trentina di studenti e precari aderenti alla campagna hanno occupato a scopo socio-abitativo palazzo De Luca a Capodimonte, in via Nuova San Rocco 68. Siamo tutti e tutte aggrediti dalla crisi e abbandonati al ricatto del mercato nero e insostenibile degli affitti che nessuna istituzione vuole veramente combattere. Lo testimonia la totale assenza di risposte pubbliche (solo per gli studenti parliamo di un centinaio di posti letto per centomila persone… e per altri segmenti sociali il disastro è anche peggiore ). Abbiamo occupato l’ennesimo bene pubblico vuoto e abbandonato da decenni che può e deve dare risposte ai bisogni di questa città. Un palazzo storico su cui c’è stato ingente spreco di risorse senza condurre a niente.
L’ultimo passaggio quattro anni fà quando la municipalità ristrutturò il secondo piano, ma intanto c’era stato il sisma dell’Aquila che aveva portato a una variazione dei parametri per gli uffici pubblici. La mancanza di risorse per provvedere ai lavori aggiuntivi bloccò ancora una volta la riapertura, malgrado le rimostranze dell’allora Presidente della Municipalità Principe, che aveva pagato 20.000 euro (…!!) una consulenza del docente d’Agostino della Università Federico II che rassicurava sulla tenuta statica del palazzo e sul fatto che non c’era nessun pericolo da quel punto di vista. Ma tra nuovi vincoli burocratici e tagli alle risorse Palazzo De Luca è rimasto ancora una volta chiuso e lentamente veniva avviato al rischio della dismissione e della svendita ai privati. Fino a stamani!
Il nostro progetto è socio-abitativo: da un lato trovare una risposta al diritto all’alloggio per alcune decine di studenti e precari che hanno partecipato all’occupazione, dall’altro recuperare e riutilizzare una serie di spazi a uso sociale per il quartiere. Per realizzare dal basso quello che finora non è stato fatto. Abbiamo coinvolto architetti solidali per un percorso di progettazione partecipata e di auto-recupero dal basso e su questo siamo sempre disponibili al confronto raccogliendo la disponibilità al dialogo come quella che ci è venuta questa mattina dall’attuale presidente della Municipalità Giuliana Di Sarno.
Per il momento abbiamo cominciato a pulire la struttura e a recuperarla dallo stato di degrado e di sporcizia in cui versava per l’abbandono (vedi foto). Preso partiranno gli sportelli per sostenere dal basso il diritto all’abitare e i diritti di cittadinanza negati (salute, scuola, spazi verdi) e, appena sarà fisicamente possibile, per avviare laboratori autorganizzati con le altre realtà di quartiere tramite un meccanismo di partecipazione assembleare: dalle attività artistiche e culturali all’alfabetizzazione al mediattivismo, dalla formazione al riciclo alle sale studio.
